Free information dissemination over the internet led to the web content with varying quality. How to manage the network and make it serve the human society better have always been issues that policy makers need to think deeply. Current network policies,which are the basis and practice achievement of the web content management, not only help to manage the web content, but also provide specifications for people’s network behavior. And more importantly, they represent the mainstream values and ideology, while combining the intellectual achievements of web content management. Therefore, the network policy text analysis can not only grasp the history of web information management, but also guide us to construct the future of the cyber space.Network is the platform for digital information transmission, therefore, digital information transmission is the most essential characteristic of the network.This paper divided the web content into three categories accordingly, which are uncontrolled, restrictive and protective dissemination. Content management is for the latter two categories among which web content with restrictive dissemination can be further divided into obscene information, false information, offensive statements and spam, while content with protective dissemination can be divided as the intellectual property category and information involving the personal privacy.This paper made corresponding ethical analysis for the web content management policy in China from three aspects.Firstly, the scope of web content management and the information with restrictive and protective dissemination was defined. Secondly, conclusions that the government, companies and individuals play different roles and compose the theme of web content management together were draw.Finally, we believe that three management modes including government-led top-down mode, company-led market model and individual-led bottom-up mode should be employed together to make web content management.
