And food safety problem is not just about the national public health and life safety, whether can about economic and social sustainable development of lasting harmonious, more about government image and credibility in the country. Food safety is every citizen’s daily life, is the country The basis of advocating people-oriented, and an important guarantee of the livelihood of the people.Infant formula is the only food besides breastfeeding infants and young children, has no alternative, the quality of infant development and future growth is crucial, however, since the SanLu milk powder incident, dairy product safety incidents in our country, many domestic brands of milk powder have been swept up in the food safety events, make consumers lose confidence in domestic milk powder, dairy industry has been hit. From the perspective of public health ethics in terms of food safety problems, different degrees of damage to itself, root cause is due to the cognition of life lost, or on the principles of divine life abandoned. Infant food production purpose should not only to realize the economic interests as the ultimate goal, It carries the maintenance of human existence and development of the higher pursuit, so the infant food safety or not is related to people’s life and health first, is to the right to health, equal rights, the right to development the maximization of fundamental rights.Therefore, the relevant departments for infant formula should be formulated than regular milk powder is more strict health and safety and quality standards, in order to satisfy the one-child special stage of their development and construction of the country’s future needs. Strengthen the supervision of food safety, improve the food safety related laws and regulations, improve the people rights consciousness is particularly important. This article tries from the perspective of public health ethics citizens of the concept of life, the moral responsibility of the enterprise operator, government functional departments of the regulatory responsibility consciousness, and food consumers’rights consciousness and so on questions, trying to find the root cause and countermeasures of infant milk powder to prevent security incidents in. Food safety work is broad, only the broad participation of the whole society, every social member should be to ensure the safety of food out of a force, a duty, then the solution of the our country current food safety issues to be effective, to further improve the national life level.This thesis contains four chapters:chapter1, on a macro level, it analyzes the significance and purpose of studying the problem of food safety and public health ethics, and introduces oversea and domestic research status on this topic, in order to lead to further analysis in the following chapters.Chapter2, from the health and public health’s point of view, this chapter expounds the basic theory of public health and public health ethics to the full extent, with emphasizing the principles of public health ethics, including the principle of life-and-health-go-first, the principle of collective utilitarianism, and the principle of universal justice and community participation. These are not only the starting point of all public health practices, but also the focus of public health ethics research.Chapter3, this chapter analyzes the recent serious infant formula contamination incidents as public health cases, and digs deeply for the public health ethical roots that lead to this kind of incidents.Chapter4, this chapter expounds the resolution of infant formula safety problem from the perspective of public health ethics, and explores where the ethical responsibilities lie from aspects of value, enterprise accountability, media supervision and government duty.
