Due to its pro mine nt cultura l and commerc ia l influe nce, the film ind ustry hasbecome a core part of the culture ind ustry and has remarkable power on the economicand cultura l develop ment o f a society. In recent years, the importance of soft powerhas been widely recognized by governments, and on such a cond ition, to deve lopChina’s film industry can deeply promote China’s culture industry, and moreimportant, enhance our internationa l so ft cultura l power. However, film industryneeds a very b ig investment, and a well-functioned capita l operatio n system canguarantee its develop ment on a large scale. As making block-blusters has become atrend, capita l operating is needed to scale up the film industry. Therefore, how tobuild a well-functioned capita l mana geme nt system is of key importance to theprosperity o f China’s film ind ustry, and this topic is also worthy of our furtherresearch.Since joining the WTO, China’s film industry has just started its capitalmana ge ment syste m, and alo ng with the fo undation of the market economy system,China’s film ind ustry a lso started its industria lization re form gradua lly. This paperaims to exp lore the current s ituation o f capita l manage me nt of China’s film industry,and put forward some measures to so lving these issues. After we get into the WTO,the film industry has experienced phases of steady growing with go vernment-orientedpolic ies, fast developing supported by governme nt polic ies and orderly inte gratedregulated by markets. However, China’s film industry capita l operating syste m stillexist many proble ms, such as, unstable political environme nt, imperfect system,overmuch restrictions on capita l access, lack of versatile tale nts on investing a ndmana ging, over-undivers ified investme nt and fina nc ing cha nne ls, as well as capita lshortage on film ind ustry. These issues large ly impact further improve me nt of China’sfilm industry capita l operating syste m.We need to learn from those mature countries such as America to find outwell-functio ned deve loping strategies for China’s film ind ustry capita l operation,name ly, perfect laws and regulatio ns on film industry capita l operation, make use ofall kinds of intermediary services, d ivers ify financ ing cha nne ls, enhancegovernme nta l support, blend in internatio nal market of film ind ustry and educateversatile experts.
