The British society in Tudor times are in the critical period of transition from the medieval to modem society, because of the flooding of the Black Death, the Hundred Years War and the Tudor government’s influence as a series of measures taken to maintain the stability of social order of this period. During the period, Britain’s social issues are gradually increasing, especially the refugee problem.The British of Tudor period, due to the impact of the enclosure movement launched a large-scale, population increase, the price revolution, the dissolution of the monasteries, as well as disease, famine and other factors, this scale of refugee is increasing rapidly. At the same time, the traditional social relief of British in Middle Ages in the form of personal, church and monastery, and guild charitable relief has been unable to meet the need of development of the times. In order to maintain the normal social order, the Tudor government has not only to carry out a large-scale reform of national institutions, but also increase its efforts to the relief of poverty refugee in the society. From the beginning of the punitive relief to the later more rational relief, Tudor government has been resovling the refugee problem, meanwhile also has established the relief system in the early modern society of the British, and play an important influence in the development of the future of the British society.
