Reach On The Development Of Culrural Industry In Western Minority Region

With the development of society and economy progress, cultural industry has becomethe inevitable trend on economic progress under the wave of development of knowledgeeconomy, and plays a more and more important position in national economy. China as amulti-ethnic country, with five thousand years of cultural history, inherited and has an richand colorful cultural heritage and resources. Especially the western areas, where ethnicminority accounted for more than eighty percent of the domestic nationalities, ethniccultural heritage is ideal. However, although development of cultural industry has beenadvocated in recent years, the cultural development industry is barely satisfactory.Particularly the cultural industry development in western minority regions, culturaldevelopment is lagged far behind other provinces and cities in mainland. Being the optimalallocation of the ethnic minority regions cultural industry, market-oriented, productionresource capitalization, and effective protection and development of resources, has becomethe urgent task for the future development in China, especially the western region.Therefore, evaluating cultural industries in western minority regions, from the perspectiveof resource optimization and the influence factors, to find out the reason of lagging behind,and the ascension space of industry progress, have the extremely vital significance on thedevelopment and utilization of cultural resources in western minority regions.The article expounds the cultural industry theory and the industrial developmenttheory, and introduces the cultural resources in western minority regions briefly. On thisbasis, the author establishes evaluation index system of the cultural industry in westernminority regions. The input index system includes: number of cultural institutions, culturalindustry practitioners, the income of the fiscal appropriation, the fixed assets investment.Output index system includes: industrial added value, total output, net taxes on productionand operating surplus. The culture industry comprehensive efficiency of eight provinces,autonomous in the western minority regions are analyzed with DEA model. And the areaswith comprehensive efficiency less than1are studied to reach target value. Then all the researched areas are ranked by comprehensive efficiency with SUPPER CCR model. Thestudy found that top three areas are Ningxia, Tibet, and Inner Mongolia. Yunnan, Guizhou,Xinjiang are comprehensive inefficiency. Then, the influence factors of regional culturalindustry development is analyzed, and the correlation degree of the cultural industrydevelopment in western minority regions are compared. Finally, the correspondingcountermeasures and suggestions are given, based on analysis. Due to the economic data ofcultural industry in China’s is incomplete, and diameter is not unified, so this research onlyon2009years. But there is no unified index system on the performance of cultural industrydevelopment research. Establishing a comprehensive reflection of the culture industryperformance evaluation system, improveing the methods and theory of culture industry,will help to study quantitative performance evaluation of cultural industry development.
