With China’s rapid development, cross-cultural communication becomes animportant part of country’s life. Through various political literature and politicalrhetoric to elucidate various policies and routes, internal and external political standsand political points of views can be expressed correctly, showing every aspect ofnational image. Political terminology translation errors or improper transcripts, eithercan cause readers’ misunderstanding comprehension on the state of the domestic orforeign policies and routes, or affect China’s national image and influence China’sforeign communication.The core political vocabulary plays key role, reflecting the national condition andcountry governance. Therefore, correct translation of various vocabularies of politicalterms plays an important role in the conveyence of national voice. How to makereasonable translation of political vocabulary, there are not only a large number ofpractices for reference, but also numbers of related papers to discussion and elaboration,many translation methods and skills of guiding significance have been proposed.Based on the summary and exploration, this paper acts according tocommunicative action theory and aims at studying terminology translationcharacteristics. Under the language competence theory guidance and in combination with language communicative competence, this paper breaks the terminologytranslation convention, proposing that the translation of political new words should bebased on the reality, and to respect the history; pay full attention to language system,and recognizes the special cases in the development and evolution circumstances.Firstly, in this paper, the author collects a large amount of relevant data andtranslation theories of political terminology translation, and summarizes politicalterminology’s sources, classifications characteristics and translation difficulties.Secondly, from the perspective of communicative action theory, taking Americangovernment’s new diplomatic “smart power” as the typical case, language andcommunication functions in political terminology translation process have beenexplored.Thirdly, the emergence of new concepts in the politics, new terminologytranslation should break the normal translation pattern, under the politicalcommunication environment, make the specific translation. This paper constructs anddeconstructs the new political terminologies from the theory of communicative action,studies the diplomatic relations, and sums up the rules of current terminologytranslation.Through the above analysis, this paper’s author takes the communicative actiontheory as the foundation, obtains three aspects enlightenments in political terminologytranslation.Firstly, hash context and clear connotation have been discussed.To decode some words or phrases meaning, not only the context, but also a deepunderstanding on the ethnic cultural thinking habit and non-linguistic context will be considered. For the political terminology, the words’ decoding for one respect considerthe context, and understand the national cultural context, for the other, interpreting theoriginal connotative meaning accurately.Secondly, grasping the spirit and discretion of translation.The political terminology translation must integrate with policy, but for theimportant words, especially involving territorial sovereignty and major nationalinterests, translators should keep clear head and grasp discretion. The word’s surfacemeaning and the profound connotation meaning should be brought out and expressed.Thirdly, a typical case analysis of American new diplomatic word “smart power”.To collect and study the latest political terminologies, these new and latest politicalwords can become the best materials to political terminology translation study.
