Reagan New Federalism, proposed in early1980s, which purpose was tocoordinate the intergovernmental relations, made the federal government’s authoritydecentralized by implementing relevant ecomomic legislation, reversing the trend ofthe overcentralised federal government under Cooperation Federalism. Reagan NewFederalism included two major contents, sorting out and “The Omnibus BudgetReconciliation Act of1981”. The former one proposed the sweeping reforms whichwent against the interests of all parties, so that this programme was cancelled beforePresident Reagan submitted it to Congress. In contrast, the later one was acted in theinitial stage of the policy in1981. As one of the main contents of Reagan NewFederalism,“The Omnibus Budget Reconciliation Act of1981” stipulated the policy ofFederal Government Budget in the next three years, including the reduction andintegration of multi-domestic projects, and the establishment of new LSG, whichstemmed realistically the rising tide of federal governmental overcentralisation. Bymeans of discussing the background of this act, reconstructing the tortuous process oflegislating, and analysing the crucial role of the act, the article seeks to examine us theReagan New Federalism.In the introduction part, the author shows sino-us academia research achievementand status on Reagan New Federalism. At the same time, the author discusses thedeficiencies in the research field. According to the above three points, the writerdefinites clearly what this dissertation’s focus and this dissertation’s significance arerespectively.The text is follewed by three parts:The first part:introducing mainly the stagflation crisis in the economy and theshortcomings of Cooperation Federalism in the politics in the end of1970s, and theNew Conservation springing up in America in this period. According to varietes ineconomy, politics and ideology in social life and political one, the writer debateshistorial factors why President Reagan put forward this policy.The second part: Taking the time as the thread, firstly the author introduces theNew Federalism reform before1980s. Secondly the author states in detail “The Omnibus Budget Reconciliation Act of1981”how to prepare this act, what was theproposal’s course and what was the act process like, which helped us reveal Americanpartisan in legislative process, rules and the contents of the act in the1980s as well asanalyse the interests conflict between both parties in the name of the act. Finally theauthor narrates the sorting out in1982briefly.The third part: summarizing the historical role of Reagan New Federalism. In thispart, the writer comments the crucial function of Fiscal policy in terms of “TheOmnibus Budget Reconciliation Act of1981”, funding system, and welfare reform.In the conclusion part, suming up the above contents. Afterwards, the authorintroduces briefly some other points and legislative achievements on Reagan NewFederalism. The New Federalism eased prominent contradictations to some degree inAmerican society. However, nothing can last in perpetuity. Although the successorPresident Bush made a great effort to carry on this policy, the later president Clintonterminated its practice completely.
