Study On The Construction Of Grassroots Public Cultural Service System

Since China adopted the reform and opening up, people’s lives have been significantly improved and people on the spiritual and cultural needs are higher and higher. In order to satisfy people’s requirements, many policy measures were formulated by the Party and the government. In October2011,《The decision of certain major issue about deepening the reform of the cultural system to promote the development and prosperity of socialist culture》 pointed out that the main way of implement people’s basic Cultural rights and interests is to impose public cultural services and the main contents of the basic cultural rights are to protect people watching TV, listening to the radio, reading books and newspapers, taking part in public cultural appreciation and public cultural activities. At the same time these contents need to be supported by public finance, nonprofit cultural flats act as the backbone and all the people should act as the service object. And complete Public cultural service system of covering urban and rural, reasonable structure, Practical and efficient.In our country, there are70percent of the population who living in Township or village. Because of historical situation and the level of economic development, Grassroots public cultural service is the biggest weak link in Public cultural service system. So the difficulty and emphasis of building public cultural service system is Grassroots public cultural services.Recent years, Hangjinhouqi Rear Banner Government has put in a lot of efforts in building public cultural service system, and who was given the advanced county of culture’s Construction. There are not only some experiences, but also the lessons of failure. This paper took Hangjinhouqi Rear Banner as the object of study and find out the reason of the regularity of these issues by investigation and analysis.
