In recent years, our country health costs increased rapidly, the healthcosts cause enormous economic burden to our residents, especially basicresidents. At the same time, our country health resource allocation is notreasonable, the patient excessive concentration in the hospital, leads to bighospital packed, and community health institutions resources idle. People’sdesire to settle the difficulty and high cost of treatment is very urgent. Ourcountry has issued a series of policy document. The implementation of theessential medicine system and system of first treatment in community, isdesigned to solve the problem of difficulty and high cost of treatment.The essential medicine system ensures adequate supply of essentialmedicine, and promotes rational clinical drug use, changes the mechanismof medicine for medical, reduces the medical cost, reduces the medicalburden, controls China’s growing health costs. The system of first treatmentin community control the excessive growth of medical expenditure, easesthe difficult and expensive medical treatment, makes our country health resource allocation reasonable, promotes the patient reasonable shunt, sothat residents can enjoy stable, continuous medical services. Study theimpact of essential medicine policy on the system of first treatment incommunity, can better play the role of primary health institutions, andachieve the win-win situation of the essential medicine system and thesystem of first treatment in community. The essential medicine system andthe system of first treatment in community are important measures toalleviate the difficult, expensive medical problems and also are importantmeasurement to protect people’s health right. They are interactive. On onehand, the essential medicine system can promote the system of firsttreatment in community. It can actively guide the patient to a primary firstdiagnosis by means of reducing the medical expenses and medicalinsurance reimbursement ratio higher than not essential drugs. On the otherhand, the shortage of community institutions drug will lead to loss ofpatients and also influence the first diagnosis. So it is important to study theimpact of essential medicine policy on the system of first treatment incommunity. However, at present, there are still many obstacles in operationprocess of the essential medicine system and the system of first treatmentin community, which caused they cannot play the biggest role.In this paper, we consult literature material of domestic andinternational database, inquire information from Ministry of health andother official website, collect relevant policy documents and statistical data about primary health institutions(including the China Health StatisticsYearbook, Chongqing statistical Yearbook and so on), adopt stratifiedsampling way, classify in Chongqing according to the economic and socialdevelopment status, random sampling in the economic developed areas andeconomic underdeveloped areas, select the right amount of medical andhealth institutions in each region as the research objects, makequestionnaire survey in strict accordance with the statistical methods. Onthe basis of survey data, combining in-depth interviews of the hospitalleaderships, public health administrative department leaderships, healthmanagement experts and so on, understand the relevant policies of theessential medicine system and the system of first treatment in community,know theirs operation mechanism and obstacles, analyze the deep influenceof essential medicine policy on the system of first treatment in community,and put forward some suggestions to promote the coordination of the two.
