The water content of soil and crop canopies is an important indicator of droughtevaluation, and how to utilize remote sensing data to rapidly and accurately invert the watercontent of soil and crop canopies is a subject worth of research. This paper aims to researchhow to rapidly realize the drought monitoring of winter wheat through the optical remotesensing method and apply such method to design and realize the winter wheat droughtmonitoring system. The main work and results include the following aspects:First, it utilizes the characteristics that the pixels of high soil water content and those oflow soil water content in the characteristic space of the optical remote sensing modelsuccessively lower down from left to right along the soil line, to design the soil line pick-upalgorithm.Second, it researches the method of utilizing near-infrared and red band data to calculatethe Palmer Drought Index (PDI) and the Modified Perpendicular Drought Index (MPDI), andof utilizing remote sensing thermal infrared band data to invert surface temperature, andcalculate the drought index combining surface temperature and NDVI, or the VegetationSupply Water Index (VSWI). In addition, it also establishes the relationship between droughtindex and soil water content via the statistical regression, and thus turns out the comparisontable showing the drought levels of the above indexes in different growth stages of winterwheat.Third, this System combines the advantages of RS and WebGIS to apply to remote sensingmonitoring of winter wheat drought on the basis of adequate research on utilizing the remotesensing technology to monitor winter wheat drought. In addition, it also takes advantage ofthe combination of ArcGIS API for Flex and ArcGIS Server to design the B/S structure-basedwinter wheat drought remote sensing monitoring system, to introduce the design ideas andmethods, and to analyze the overall structure of the system.
