<International Animal Health Code> claim that sufficient qualified requirements is one of the fundamental criteria of the effectively performing national veterinary system. Therefore the number of licensed veterinarian is in relation to the full scale operation of the veterinary system, and to the national status in the international trade of animals and animal products.The licensed veterinary system was thought to be fully put into practice in2014before by the country. And according to the requirement of relevant laws and regulations, animal medical institutions, farms and other relative organizations must employ licensed veterinarians. There were about fifty thousand veterinarians who had passed the National Veterinary Examinations up to2012in China. It’s impossible because there were no enough licenses veterinarians who passed the examination. In this circumstance, the execution time was postponed to2017by the Ministry of Agriculture. However, the Ministry of Agriculture is not quite sure whether the practicing veterinary system can be fully carried out without sufficient evidence. Commissioned by the Ministry of Agriculture, we have calculated the possible demand number of practicing veterinarians in China, and then predicted its development trend needed for the full implementations of the veterinary practicing system.In the study, we investigated the relevant facts and information in China and abroad. On one hand, according to the situation of the veterinary industry in our country, we divided the veterinary industry into the animal clinical hospital, the veterinary drug industry, the animal feed industry, the zoos, the veterinary devices industry, the farming industry and so on. After evaluating the factual information and analyzing the data, we calculated the number of licensed veterinarians positions and its growth trend. On the other hand, the number, distribution and population ratio of licensed veterinarians abroad were analyzed, and the number of licensed veterinarians in China were inferred by analogy.The results revealed that with respect to the industry requirement, the number of veterinarian’s position was173,615, or1.3veterinarians/10000people. All in it the requirement of the farming industry is76,361, accounted for43.97%, clinical hospital23,521, accounted for13.54%, veterinary service stations47,697, accounted for27,47%, the veterinary drug industry2,088, accounted for1.2%, feed industry22,410, accounted for12.9%, the veterinary equipment industry and zoos1,574, accounted for0.92%respectively. According to the date of Canada, Japan, Australia, England and America, the number of licensed veterinarians respectively are467,000(3.49vet/10000people),334,000(2.5vet/10000people),442,000(3.3vet/10000people),517,000(3.86vet/10000people),415,000(3.1vet/10000people), and the average is435,000, about3.2vet/10000people. Analyzed and compared both sets of the date.170,000veterinary positions plus260,000the existing official veterinarian. The total of430,000veterinarians was almost same as the435,000licensed Veterinarians that calculated depending on abroad data. By comparing the internal and international actual situation, we considered that the average annual growth rate of7.43%was closer to the Chinese national conditions.According to a comprehensive, practical survey of China’s veterinary industry, this paper also tried to draw the insufficiency in the occupation:1).The veterinary professionals were ambiguous defined;2).The distribution of licensed veterinarians were subfield-depended, and mainly employed in animal clinics;3).The distribution of licensed veterinarians were geographically uneven, mainly employed in metropolis;4).The insufficiency of licensed veterinarians were reached up to160,000.Learning from the traits in the advanced countries where animal husbandry are well-developed and taking perspective from China’s own practice, aimed to the pressure on licensed veterinarian number for the implement of the National Veterinary System, We suggested that:1) Put the National Veterinary System into effect step by step, from one district to cover the whole;2) Improve the passing rate of the National Veterinary Licensing Exam to facilitate the acceding of more competent professionals in the industry;3) Enhance the rights of Licensed Veterinarian temporarily;4) Boost the legislation in the Veterinary industry, bring about more administrative measures to fit the practice of China’s Veterinary in order to lay a good foundation to the full operation of the National Veterinary System;5) Increasing the financial budget in veterinary, especially focusing on rural districts on primary level.
