In this research, the water and salinity content in functional cotton leaves was evaluated by using the method of multi-target fuzzy decision. Meanwhile, we developed a monitoring system with Microsoft Visual Basic6.0and VB based on crop water stress model, cotton water and salinity content monitoring models and soil dielectric constant intrieving model through using the mentality of software engineering. The system lays a foundation for facilitating the quantification and digitization of cotton growth real monitoring, diagnosis and regulation. The main results were as follows:Based on cotton water stress index, equivalent water thickness, relative water content, ratio apectral index and normalized difference spectral index of cotton functional leaves, the water and salinity content of functional cotton leaves was evaluated by using the weighted relative deviation minimum distance method and integrated decision-making method of quantitative indicators. It concluded that the evaluated results were consistent with the observed values and proved the scientific applications of fuzzy dicision-making in agricultural production.We developed the cotton water and salinity content monitoring system through integrating function, interface as well as database design and system integrate and based on the comprehensive analyzed of constructed monitoring models of the water and salinity content in "cotton-soil" system. The leaf temperature, air temperature, leaf spectral reflectance and dielectric constant in this system were considered as inputting data, and the monitoring results were exported in the forms of tables and graphics and could be used for real-time monitoring the water and salinity content in "cotton-soil" system. The function of system mamgement and help were also developed.The experiment data under different soil salinity rates in2008-2009were used to test the system and the high fit was observed between the observed values and predicted values in water and salinity content of "cotton-soil" system under different soil salinity rates. The system can be simply and affluently operated, friendly interface, well maintenance and interchange, and can be used for monitoring the water and salinity content in "cotton-soil" system under different soil salinity well. This system realized the precisely and digitally technology of water and salinity content of cotton monitoring in saline soil..
