With the continuous development of shipping and the increase of the domestic and foreign trade, the ship freight volume and traffic flow of the domestic coastal waters has been significant growth, coupled with the large-scale and rapidness of the ship, virtually brought coastal navigation route enormous pressure, at the same time fishing boats of coastal waters is also concentration areas of navigation. It will further increase the complexity of the coastal route traffic. And this must be brought a serious impact of ship navigation safety and efficiency of services provided by coastal route. Therefore, scientifically analyze the coastal route service level, and reasonably evaluate the coastal route service level, and put forward appropriate improvement measures is particularly important.Because the route can be provide service for ship navigation as a kind of service facilities. The service is good or bad will directly affect the safety and efficiency levels of the ship navigation. The author through reading a large number of literature, by referring the research achievements of road service level, lock service level, inland waterway service level and the coastal port, the coastal route service level of research are put forward. The definition of coastal route service level is proposed in this paper, by combining the related research achievements of others, make coastal route service level divide into five standards. Based on the analysis of coastal route characteristics, through the survey of experts, Preliminarily determine the evaluation system of the coastal route service level, and completed the sort of the indicators. Traffic lane on the navigable waters of Chengshantou route as an example, multi-criteria evaluation method by using catastrophe theory, from the perspective of qualitative and quantitative to evaluate the service level of the water route, finally it is concluded that the water route service level in third grade, and analyzes the main influencing factors to lead to the result, so that we can improve them reasonably.
