Since the reform and opening up, the east coast of the Pearl River Delta region haveseized the opportunities of the global industrial transfer. Taking the advantages of adjoining toHong Kong and cheap land resources, adopting the processing and compensationtrades(processing with materials or given samples, assembling supplied components),industrialization and urbanization have been driven and developed rapidly. As a result, largeamount of collective-owned land was developed for industrial purposes. The development andconstruction of the industrial land doesn’t comply with the functional requirements ofcollective-owned land. It neither affirmed the ownership of construction by government, norhad spatial planning under good guidance. Therefore, this kind of industrial land is defined as“Informal Industrial Land”Even at moment, the amount of the informal industrial land is huge, which accounts forhalf of the industrial land in the east coast of the Pearl River Delta region. However,according to policies, it is in a dilemma on this kind of construction land. The governmentcan’t take back the lands and the collective can’t put it in the process of update anddevelopment. So, finding the proper ways to redevelop these informal lands may be a key forfurther development in such regions. Practicing carried out in the industrial land on suchcollective land in the Pearl River Delta region may give good examples to the cities whichface similar situation.In this paper, three examples in the east coast areas of Pearl River Delta were chosen tostudy, which are Fenghuang Community and Wulian Community in Shenzhen and Shuixiangdistrict in Dongguan city. The development process, characteristics and renovation pathsadopted are analyzed. It is aimed to discuss how urban planning guides the update andexploration of the informal urbanized areas, and how to settle the problems which arise in theprocess of redevelopment.From the examples of Wulian Community, Fenghuang Community and Shuixiangdistrict, we can conclude three paths transferring the informal industrial land into the formal ones: Wulian Community redeveloped the informal industrial land into formal ones with therising price of housing; Fenghuang Community, which is taking the advantage of the landpolicy of Shenzhen, puts the original collective informal industrial land into the market,finishing the transfer in the process of update and development; Shuixiang district hasplanned to establish an “interests focus coordinative industrial park”, which transfers theinformal industrial land to the formal one on the basis of shirring benefits. The results showthat urban planning adjusts the balance of interests in the redevelopment process, and it canguide the construction of such areas effectively only when the guidance for the updateconstruction is based on the win-win of incremental benefits.
