With the rapid development of urban construction and the economy growing traffic problems, the traffic problem is increasingly serious. As a part of traffic, commercial vehicle has the characteristics of fixed line and profitable. Commercial vehicles tend to transport a large number of goods or people so security must be guaranteed. Therefore, the vehicle monitoring system with the functions such as real-time location display, real-time monitoring, hazard warning, operating lines setting should be applied to the operation of vehicles.From the perspective of intelligent transportation it can not only improve the transportation efficiency and transportation safety levels but also reduce operational costs of the transportation industry.The commercial vehicle monitoring system was finally developed based on a series of related theory. The mainly research has the following aspects:Firstly, analysis of the functional requirements,data requirements,runtime environment,design principle,physical structure,and network structure of the commercial vehicle monitoring system. The framework of the system was also researched.Secondly, theoretical knowledge of GIS,GPS,GPRS was studied.And the advantages of software development platform of ArcGIS Engine, C/S architecture, Oracle database was analyzed.Thirdly, analysis of several common map-matching algorithm. Based on the road topology algorithm some improvements was made. Finally some experiments was done in ChengDu urban road. The experiment results show that the improved algorithm can reduce the positioning error.Lastly,the commercial vehicle monitoring system was completed.The development process of each module such as vehicle terminal, communication subsystems, vehicle monitoring center client and interface design was detailed illustrated.The vehicle terminal includes GPS data acquisition module and GPS information delivery module. The vehicle monitoring center client includes GPS receiver module, map navigation module, real time positioning in display module, vehicle monitoring alarm module, vehicle trajectory playback module and vehicle operating routes setting module.
