| Due to the mild climate, fertile soil, rich in products and convenient transportation, Huaihe Rive basin is one of the economically developed regions since ancient times. From the Sui Dynasties to the Northern Song Dynasty, Huaihe Rive basin’s agricultural, crafts and business has been greatly improved.After Song Dynasty, especially when the Yellow River fully capture Huaihe Rive, the river drainage system been destroyed adding to the area of drought and flood which seriously slow down the development of social economy of Huai region. Before the founding of PRC(the new China), in order to recover the development of this area, the government has made great efforts on the harnessing of Huaihe, but the basic situation in Huaihe River Basin was not changed. Harnessing of the Huaihe River has become the urgent desire of people. After the founding of new China, there was a serious of flood invaded Huaihe River Basin in1950, thus people suffered heavy losses; in1954, There was a greater flood which not seen in a hundred years in Huaihe River Basin, The new China faced enormous challenges. The government made major decisions to governance Huaihe Rive, and Chairman Mao Zedong made a great call to the national issued the "Huaihe river must be harnessed", People’s Republic of China State Council established a "cure, storage and discharge and planning to cure" as the Huaihe River general policy, a governance climax of Huaihe, the Huaihe River flood control and disaster reduction system has formed, the effective control of the disasters of drought and flood impact on agriculture, in economic development.At the same time, construction of hydropower and shipping has also been considerable progress. But due to the natural geographical conditions of Huaihe rive basin, complex climate condition, dense population, restricting land intensive degree higher and the insufficient water conservancy projects, flood control situation is still complicated and grim. At the same time, radical Huaihe not only need to eradicate the flood disaster, but also need to solve problems of water logging and drought. Therefore, the water logging disaster comprehensive, frequency, complexity, severity and drainage engineering importance, arduousness must have full understanding. To complete the "radical Huaihe" task, must be made comprehensive, system planning, In the engineering construction should take the initiative to eliminate impulsive, aggressive mood, adhere to flood control, drainage, the development of the principle of combining, earnestly do a good job in water conservancy project construction work of Huaihe basin. Huai field irrigation is designed to protect and benefit the people. So, the task is difficult.In this paper, we start from the background of construction of water conservancy project in Huaihe River Basin in1950s, and then state the systematic theory and policy of water conservancy project construction in Huaihe Rive basin on the basis of the implementation. The paper focuses on the analysis and studies on the characteristics of the50’s of the twentieth Century water conservancy construction in Huaihe rive basin, and the influence factors of water conservancy project to explore the construction. Lastly,based on the analysis of water conservancy project achievements and shortcomings of Huaihe Rive basin,we summarize the experience and make a conclusion. We hope the paper will provide useful information to help people solving the Huaihe problem in the future. |
