| Since the reform and opening-up in1970s, railway construction in China has achieved tremendous development, with a series of major construction projects successfully established, including the Beijing-Kowloon Railway Line, the Nanning-Kunming Railway Line, the Baoji-Zhongwei Railway Line, the Qinghai-Tibet Railway, the Beijing-Tianjin Inter-city Railway, the Wuhan-Guangzhou high-speed railway, the Zhengzhou-Xi’an high speed railway, and the Beijing-Shanghai high speed railway. These projects also make significant contribution to increase national economic growth.However, due to the feature of the railway project that many shareholders are involved, long construction period is contained, vast construction area is covered and complex construction technology is implemented, there are many risk factors that can affect the achievement of the project quality target in life cycle management. The existence of these factors potentially threatens the project construction and operation, therefore, an interrelated research and management has become a pressing issue.To begin with, this study applies the approach of literature review, questionnaire survey and logical analysis, lists all influencing factors and clarifies the relations between each other. It argues that the systematic environmental influencing factor and participation body influencing factor are the main effecting factors.Secondly, this study constructs a framework on the basis of system, organization and process being as basic elements. System and organization provide support and assurance, while the effective management of the influencing factors of the project quality management is achieved throughout the process.Next, this study proposes both systematic measures and organizational measures of improving current railway project quality management. The proposal includes: strengthening the conjunction between official system and unofficial system, reducing conflicts within current system, establishing a Quality Management System that coordinating society, market and government, and advancing life cycle management organization which can efficiently improve the railway project quality management.For the end, the study analyzes the process management on the quality influencing factors of railway project, with the support of system and organization and an outline of stages of project. It perfects the theory of railway project quality management and serves as a beneficial reference to the construction of upcoming projects. |
