Integrated Bridge System (IBS) is a kind of newfashioned maritime automatic navigationsystem which combines the equipment on board including various navigation equipment,operation and control equipment, radar collision avoidance equipment and so on. It realizesship’s automatic navigation by using technologies such as computer technology, moderncontrol and information processing technology. IBS plays an extremely important role toimprove the safety, efficiency and economy of navigation. Performance evaluation for IBScontributes to understanding the capabilities of the system itself. It also helps to find theimperfection of the system and understand the value in use, thereby ensures IBS to fulfill itsown mission. In this article the performance evaluation for IBS is researched, departuringfrom the functions of IBS combined with the factors which influence the performance of IBS.Firstly, on the method of performance evaluation, the method based on Cloud Model wasused after analyzing the advantages and disadvantages of several common methods to solvethe fuzziness and randomness problems which exists the processing of evaluation by usingmembership cloud and Cloud Focus Theory.Secondly, general principles and method of establishing the performance evaluationindex system was put forward. Every index was picked up from relevant internationalstandards. The characteristic of different weight definition methods was analyzed and thequantitative method of different type of evaluation indexes was put forward. The weight of allthe evaluation indexes were calcuated by using analytic hierarchy process (AHP)Thirdly, an evaluation tool for performance evaluation for IBS was developed underMatlab software. The evaluation tool integrated weight calculation, cloud generator, cloudcalculation and cloud evaluation fuctions. The interfaces of the tool was designed by usingMatlab Graphic User Interface and the program of these algorithms was also wrote. As aresult, the whole calculation process was achieved on computer.Finally, in order to validate the whole evaluation method and the availability of theevaluation tool, a performance evaluation for a typical IBS was done with the evaluationdeveloped before. the evaluation result was analyzed and some advises were also given toimprove the system.
