The research of water supply network optimization can effectively save investmentand guarantee the safety of water supply, which has essential theoretical and practicalvalue. As energy saving and low-carbon idea beginning deeply into the human mindgradually in recent years, energy saving idea has been widely used in every field. So,how to apply energy saving and low-carbon concept into the water supply networkoptimization is the main emphasis of this paper. A great many of scholars at home andabroad established different water supply network optimization objective functionmodels according to different optimization purpose, and proposed all kinds ofalgorithm for the different the function model. For the problem aboves, this paperconduct the following research:The paper realizes the application of energy saving and low-carbon concept bystudying the energy consumption of the water supply network. Based on the whole lifecycle theory, this paper researches the power consumption of different tube stock inthis three stages: production, construction and operation of pipes. According to thedifferences of raw materials, production technology and processing of different pipes,the paper establishs the energy consumption function model of water supply networkin the life cycle.Considering the security of water supply, this paper adds penalty term of flow andvelocity to improve the general economic objective function when flow of the watersupply network has been distributed. Through coupling the mathematical model ofenergy consumption, a multi-objective optimization mathematical model can be got,which can achieve the application of energy saving and low-carbon on the basis ofeconomy and water supply safety. By this way multi-objective optimization can beachieved.This paper uses the hybrid evolutionary algorithm to solve the multi-objectiveoptimization mathematical model, and the implementation process of algorithm isstudied in detail. The hybrid evolutionary algorithm who is based on C++usesEPANET to call the pipes information in the implementation process of algorithm.Finally the Pareto optimal solution set is got by hybrid evolutionary algorithm, then the most reasonable solution can be selected to realize the solution of the multi-objectiveoptimization problem. At the same time, in order to implement the performance test ofthe hybrid evolutionary algorithm, the paper conducts analogy experiments on solvingthe objective function by genetic algorithm.The paper applys partial networks of Jiaozhou industrial new district for actualexample, which conducts multi-working conditions actual example test on proposedmulti-objective optimization mathematical model and the hybrid optimizationalgorithm. Through inspecting on the three different conditions, hourly maximum inmaximum daily, fire fighting, and accident time, the conclusion could been gotten thatthe optimal solution which is obtained from the water supply network multi-objectiveoptimization function and multi-objective hybrid evolutionary algorithm set up in thepaper is reasonable, which can also meet the requirements of practical application.
