Research Of The Construction Project Goals System From Stakeholder’s Perspective

With the aggravation competition of construction market at home and abroad, the requirements and investment scale of projects have been increasingly enhanced, which leads to new developments of modern engineering project management. But it has become a common phenomenon in our country that targets project are always out of control, and the conflicts between stakeholder’s demands and project targets remain to be resolved. These contradictions between development requirements and current situations restrict the progress of engineering project management. So it’s important to reach an intermediate state.In terms of contradiction, this paper points out that modern engineering project management should meet the new requirements of project targets. Then at the basis of studying related domestic and international literature, it summarizes the current unresolved problems so that make the research direction clearly. And by adopting the methods of theoretical analysis, induction and deduction, the paper focuses on establishing and controlling target system from stakeholder’s perspective.Project management and its goals differ from specific backgrounds. Through analyzing project history, the paper summarizes the project development trend. Based on the study of relationship between goals and management, the author analyses the process of target identification and shows the trend of modern engineering project target, So that it improves the modern system of project goals.Then, from stakeholder’s perspective, this paper analysis the problem of targets control, and point out that the fundamental reason is the internal target inconsistent problem. By using organization theory, the relationship between project organization and personal goals is presented in order to solve target inconsistent.Following, from the analysis above, we can identify the project stakeholders on different stages in the use of stakeholders’3D models. Then, it puts forward a classification method. Using Improved QFD, the paper transforms the main stakeholder’s demands to the target elements. At the last, on the basis of the analysis of the multiple targets and the relationship, the paper establishes a framework of target system. From the perspective of stakeholders, the author presents the principle and methods of target control, which provide a good guarantee to goal attainment.
