With the development of global economy and the application of modern hi-tech in port, the handling technology system becomes more and more large-scale, high-speed, automatism, information, and the size of container terminal is more big, the work efficiency is more high. The traffic of container terminal can’t meet the need of terminal operation, which becomes the bottle-neck of container transportation.By analyzing the characters of container terminal traffic, combining traffic flow theory, this paper did the deep research about road and traffic planning problem in container terminal.Firstly, according to the characteristics of the container terminal and container terminal handling technology, the paper analyzes the principles of Container Terminal Road and Traffic planning that should followed and the demand of container terminal handling technology. The paper summarizes the forecast methods of container terminal handling capacity and the traffic volume formula of quay base on the analysis of the terminal handling systems and raises the concept of design traffic volume of quay, refers to the urban road design.Secondly, according to the traffic characteristics of quay and two-flow theory, the paper build up the traffic flow model of quay in container terminal. And the concept of road service quality parameter was proposed, and analyzes the traffic volume in different trestle number from the aspect of node, roads and road network. The trestle layout planning model and the connecting principle of trestle and yard road was raised. According to the trestle traffic features, the paper also analyzes the trestle road capacity.Thirdly, to the complexity and diversity of container terminal traffic flow, by applying traffic flow theories, the paper analyzes the two traffic flow parameters reflecting the change on traffic and its correlation. Moreover, it still described the characters about traffic flux on two aspects of time and space. The road network optimization model of container terminal transport was raised based on the traffic efficiency.Finally, the evaluating about the road and traffic planning in container terminal is studied, integrating six evaluating indexes, the average residence time of truck in quay, the degree of saturation of the trestle, non-linearity modulus, main stem density, achievable modulus and coupling degree, with fuzzy systematic evaluation.
