In the tide of the development of world economic integration, the electric powerindustry is also booming development, the development of the electric power industryis headed for the electricity market. The development of power market started late inour country, with the reform and opening up and China’s accession to the WTO,China’s power market is gradually moving forward. As an important member ofancillary services in electricity market, the development speed will directly affect thedevelopment of power market, and will eventually affect the stable development ofChina’s power system. Therefore, there is very important significance on the study ofthe development of auxiliary service power of the electric power industry in China.On the source of this research direction in development of the examinationmanagement system of Hubei of grid-connected power generating sets specificpractical experience. In the study of daily generation planning assessment, short-termload forecasting method of support vector machine is proposed based on multiplekernel learning, multiple kernel learning support vector regression method is realizedthrough two times of planning and problem solving in the mixed kernel space in twotime constraints, selection of sample、training of model and other issues forstandardized SVM learning can well solve, in this paper the method from theclassification in the field of application to the field of return and applied to powersystem load forecasting, has the important instruction significance of the dispatchingdepartments daily generation scheduling, and can reduce the risk of the power plantby the daily generation scheduling assessment; this paper presents a AGC evaluationand compensation model based on incentive mechanism, the model has fullyconsidered the AGC auxiliary service power plant economic benefits, affirmed theirreal contribution, through the evaluation coefficient and the incentive coefficient,better excitation power plant to improve technology and equipment, and finallyprovide the high quality, economy, efficient AGC ancillary service for grid; At thesame time, reactive support services compensation mechanism, rotation the spareauxiliary services cost-sharing methods and energy-saving power generationdispatching mode practical peaking compensation mechanism was studied, andestablished the correlation model. The paper finally carries on the introduction of theexamination management system of Hubei of grid-connected power generating sets, introduces the function modules related core technology of system development andthe system, the system has been in Hubei Province, hanging net operation, after morethan a year of operation, effectively regulate the power dispatching behavior in theprovince, primarily to improve the power generation business operation managementlevel and the enthusiasm in ancillary service,play a significant role in ensuring thesafe and stable operation of power system.
