The development and utilization of the water resources in Jianyang were studied with a combination of qualitative research and statistical analysis.Combining withthesocio-economicstatus andfuturetrends, it also makes a systematicalanalysis about the supply and demand situationof water, and proposedthe rational allocationofwaterresourcesin Jianyang City. Themain conclusionsareasfollows:(1) The multi-year averageriver runoffofthis ares is593million m3among which the average annual runoff of TuojiangWestregionis297million m3, TuojiangEastregion227million m3and Longquan region70million m3. The total amount of Groundwater resources is89,010,000m3The multi-year average influx is7.678billion m3, while themulti-year average Water exit is7.819billion m3. The totalamountofavailable water resourcesis3.765billion m3.(2) Jianyang City constructed8420water storage projects,designedwater supplycapacityof417510000661m3, lifted Irrigation Projectdesignwater supply capacityof33.86millionm3and built109electromechanical andengineering wells, with the water supply capacity1.33millionm3. Since the1980s, the water supplyof JianyangCity is increasing withthedevelopmentofthenationaleconomy. The county’s totalwater supplyis591millionm3(Containing own water sourcessuchasfactoriesandruralwater supply), with agricultural water use328millionm3, industrial use223millionm3, and domestic use50millionm3. Thedistributionofwater consumptionin Jianyang City has so many correlative factors, such as theindustrial structureofthe district, thepopulation,thelevelofindustrial and agricultural development, habits, environmental constructionand other factors.(3) Combined with development of the national economy in Jianyang City and the water quota analysis calculation, predict the amount of water supply and demand.The residents net water requirement in2020inJianyang City is49.94million m3, and gross inflow-rate required for water is54.21million m3; while the two numbers in2030are65.79million m3and71.40million m3. In2020the average production net water demand is474630000m3, and the average gross water requirement for many years is674830000m3. P=70%of the production of net water demand is519870000m3, P=70%of the production ofgross inflow-rate required for wateris751.4million m3. And the four numbers in2030are as follows:613140000m3,777610000m3,656920000m3and844950000m3. The water demand of urban ecology in Jianyang City in2020is2.21million m3, while in20302.96million m3.With the hydrological data analysis and the use of multiple sets of non-engineering complex accumulator coefficient method to estimate the water supply, the average water supply capacity of the existing water supply facilities in Jianyang City’s is592million m3. If we take some measures such as to increase water supply, improve water supply guarantee rate, and improve water qualityprogram, the average water supply capacity will be up to713million m3in2020,and840million m3in2030.(4)Combined with the situation of water resources in Jianyang City and the principle of allocation of water resources, make a balanced analysis about the water supply and demand. Begin some projects, such as water diversion project, focusing on configuration works and rural safety of water resources protection project in accordance with the configuration of the secondary balance; proposethe deployment of countermeasures and water-saving measures in the special drought years water, and construct the water resources allocation system of Jianyang City. Make a reasonable allocation of water resources between urban and rural area to ensure the coordinated development between urban and rural areas.Jianyang City isaregion whose water qualityand resourcesof thewater are both poor, with the main problems:lack of water resource, unevenspatial and temporal distribution, smalland underdeveloped infrastructureandinvestment intensity, low-water-use efficiency, development and utilizationofwaterresourcesof lakes and reservoirsnutrition, the worseningstate ofseriouswater pollution, and the seriouslocalizedecological damage. Throughthe rational allocationofwaterresources, science, engineering measuresand management measures, we should gradually establish a water-saving societywith a soundmanagementsystem, and at the same time establish thesystemofthecoordinatedeconomic structur ewiththecarrying capacityofwaterresources, improve the efficient useofwaterresourcesengineeringsystem, establish a reasonablethe price of water-control system and a consciouswater-savingsystem of normsofsocial behavior.We should make the fivesystemsas the maintask, and vigorously promote theconstructionofwater-saving society.
