The flood has been impacting on human’s survival and development for a long time. And the occurrence of a larger flood tends to bring serious casualties and property losses. However, all the researches should be based on the understanding of the flood characteristics, either in the flood forecasting or in the flood damage assessment, even in the comprehensivemanagement of the basin. Obviously, the most important part which people should know isthe law of the flood routing. Thus, this subject has been discussed by many experts andscholars at home and abroad. And a lot of research results have been given by them.As the largest tributaries of the Yellow River, Weihe River runs through ShanxiProvince from west to east. And it was called the mother river by Shanxi people. However, with the deterioration of the natural environment, it was caused plenty of issues, such aswater pollution and sediment deposition. The frequent occurrence of floods caused seriousthreat of life and property to people.A Muskingum flood-routing model based on Immune clone algorithm was proposed bythe author. Comparing with the traditional genetic algorithm and least square method, theprecision has been improved. The result shows that this model can be used in the research ofriver flood routing. In this paper, the lower Weihe River was divided into three regions:Zhangjiashan~Lintong、 Xianyang~Lintong and Lintong~Huaxian. The runoff fromZhangjiashan was described as a branch of Weihe River. And it was overlaid with the runofffrom Xianyang in the station of Lintong according to the same time series, after thecalculation of the flood routing. The result of the overlying was disposed as the inflow ofLintong~Huaxian. For each region, using historical flood information, the parameters were ratedseparately combined with the practical significance of the parameters. Aiming at theproblems of longer river and greater flood, this paper puts forward Muskingum segmentation and delamination model. According to the inspection of the actual flood in the lower WeiheRiver, the results show that the model is applicable with reasonable reliability.
