Traffic impact assessment are used to analyze the urban land development projects or thetraffic effects of land use change, and formulate the corresponding improvement measures toease the traffic pressure caused by the project development, and to guarantee the sustainabledevelopment of city and the traffic important work. With the traffic problem increasinglyprominent, more and more cities began to attach importance to and called for constructionproject traffic impact assessment work. But there is a lack of transportation model system toprovide technical support for the traffic impact evaluation. Many domestic cities haveestablished macro urban traffic planning model, which has invested funds and technicalpersonnel.But macro models require sophisticated follow-up work to be applied to trafficimpact assessment, because of the limitation of analysis accuracy and pertinence. This articlefocuses on how toapply macroscopic traffic planning modelto the traffic impactevaluation,attempts to improve the traffic model analysis theory methodto serve the needs ofurban construction project traffic impact evaluation practice.At first, this paper analyzes the main content and features of traffic impact assessmentwork, and sums up the methods and existing problems of the existing theory. Then analyzesthe models and theories of transportation planning, established the traffic impact assessmentmodel based on CUBE platform, puts forward a method to deal with the key problems thetraffic flow forecast.This paper proposed an improved subarea modeling method and the step, which refinesroad network and zones before area-cutting. This method can not only ensure the subareamodel advantages, such as small database size, short operation time and more accurate modelresults, but also increased the sub region extraction repeatability by avoiding repeatingtedious road network and zones refinement.This paper adds signal timing, geometry parameters, turn penalties of intersections intothe macro model, which can effectively evaluate the traffic flow, vehicle delay, level ofservice of intersections. The modal can intuitive performance project traffic impact scope anddegree, and to provide scientific basis for traffic improvement plan, and implement amacroscopic traffic model and the microscopic traffic model transformation and the fusion.This paper can effectively improve the insufficiencies of existing growth rate method inthe background traffic forecasting, and solve the problem of uneven background trafficgrowth. Traffic improvement feedback model is presented in this paper, which can effectivelyevaluate alternative project running effects by setting the network attributes and intersectionattributes.This paper proposed a road network capacity based Parking methods space. Firstly,calculatesthe traffic flow caused by parking, and distributesit to the surrounding road networkto evaluate the impact degree. If there is any obvious traffic jams, we need to reduce thenumber of parking available. This method implements a concrete parking standard, providesa scientific and powerful tool especially for the implementation of shortage of parking spacesupply strategy of congestion area.Finally, an example analysis proves the scientific nature and effectiveness of the theorydescribed in article.
