As the determination of179national road transport hub, road infrastructure construction has entered anew historical period. Therefore, as an important node of road transport hub, automobile passenger stationsneed a large number of construction. After the research of automobile passenger station constructionsituation in our country,we can find that they are generally small scale, backward infrastructure, and withfunction not completed. The macro layout of stations cann’t adjust road network expansion and urbandevelopment coordination. The causes of this situation are various, such as inadequate importance,implementation of weak supervision and so on, but the main causes are because of the single financingchannel,the lack of construction funds in the station construction. Station construction requires a lot ofmoney, but due to historical reasons, our country’s automobile passenger station construction relying on thegovernment investment, with the single mode of financing.The financing subjects mainly rely on thegovernment and road transport enterprises. It needs in-depth study and exploring new financing mode todevelop our country’s automobile passenger stations construction scale, and to make automobile passengerstations being the propellant of transportation system rather than standing in the way. According to thetheory of public product, the product properties determine the supply mechanism of products, therefore, tostudy the financing theory of automobile passenger station, this paper analysis in-depth the property ofautomobile passenger station. Through the theoretical analysis to the automobile passenger stationeconomic attribute and social attribute, this paper concludes that automobile passenger station belongs toquasi-public goods and profit-making social infrastructure. On the basis of locating in properties, the articlesummarizes the main reason for the single financing model of automobile passenger stations in China. Themain reason is social common understanding of automobile passenger station attribute is not enough. Arecognize of single financing mode of the public products to automobile passenger stations make it not toget the full effect of market economy, too much affected by the traditional planned economy period.automobile passenger stations’ specificity,such as long investment recovery period, large investment,service characteristics,regional monopoly, make the automobile passenger station construction influencingby government restriction and policy, and lead to automobile passenger station investment too muchreliance on government protection, long-term in a awkward role between the government’s full investmentand the market mechanism, relying too much on government protection. Government investments only are as investment funds, not for long-term tracking and value appreciation of state-owned assets, funds for freeuse. On the basis of summarizing the main problems of the construction of the automobile passenger stationin our country and drawing lessons from foreign advanced social infrastructure financing, this paper make adeep research on financing mode in the automobile passenger station, and put the new financing mode ofBOT, PPP, ABS thoughts used in the construction of automobile passenger station, trying to find a suitabledevelopment of new ideas for automobile passenger station construction in our country.
