Urban distribution network is an important part of the grid and the city’scritical infrastructures. The planning project of urban distribution network,which combines with the integration of urban land development planning andpower system operation, can ensure that the distribution network hassufficient power supply capacity, and guarantee the distribution networkcoordination with the municipal construction and power grid system, andenhance the ability to withstand natural disasters and other emergencies. Atthe same time, the planning project can ensure the land requirements of theline corridors, substations and switching stationSeveral indispensable factors are analyzed and summarized in this paper inmedium voltage distribution network planning: i) collecting the fundamentalinformation based on urban land status quo and development planning, thegrid construction status and scroll planning; ii)selecting the forecastingmethod based on distribution network frame structure and city landdevelopment plan; iii)determining the load forecasting indicators of the loadtrends; iv) choosing the network wiring and examine the reliability of thenetwork based on the structural safety of the power distribution network andthe urban development timing.Based on the above theory, two aspects of distribution network planning inthis paper are introduced: i) five year rolling plan of the distribution networkaccording to the calendar year statistics and load growth trends for theforeseeable supply enterprise; ii) distribution network project planningaccording to the city planning department land indicators and scale ofdevelopment to determine the distribution network project planning. Then, thethesis introduces the city mid-voltage distribution network engineeringplanning and design based on urban land use planning and proposes four kindsof engineering optimization methods from the multisectoral common benefits, taking Wuyuanwan area in Xiamen for example, including: i)joint planningmethod, multisectoral planning and management; ii) load transferring andcontacting method, the switching station adjustments load transferadjustments load transfer, to achieve the smooth transition of the distributionnetwork in short and long term planning; iii) the virtual power point method,setting ring network counters as virtual power, to make distribution networktransition transiting from pre-wiring network to the target grid; iv) rollingrevision method, rolling revision regularly to improve the distributionnetwork.The research has been carried out by the planning department and theelectricity sector in recent decade, and its good effect has been proved indetermining the distribution network facilities, smooth transition in short andlong term planning, land use control and optimization of the power grid. Thetheory of joint planning method has been popularized in the province ofFujian and benefitted the realization of the distribution network target gridplanning.
