In modern society, people’s lives have been inseparable from power, it providedthe impetus and convenience to people’s lives. However, the power grid as a key partof the infrastructure, but also more vulnerable part of the infrastructure, it is veryvulnerable to be attacked and destructed. Over the years, accidents causing significantdamage to the power grid have occurred, and caused great losses to the people’sproduction and life. Emergency managers in dealing with such emergencies oftenseem to be confused and can not find a suitable response options to solve thecorresponding emergencies.On this basis, this paper analyzes processes dealing with grid incident, combinedwith the characteristics of case-based reasoning. Case-based reasoning technology ischaracterized by its advantages in addressing such emergencies, and able to reason onthe small probability event, learn from the experiences and case summary. For thecase-based reasoning, the stored case is the most important thing, how to representknowledge of the case is the primary consideration for method of case-basedreasoning. A well-designed case base is contributed to a reasonable case expressionand can effectively shorten the time for case-based reasoning. In the current study, itis lack of a unified understanding for the case of emergencies expressing, if we canrepresent the case of emergencies in a standard expression, it will be able providesupport to the later studies in incident case. Using ontology representation method torepresent the domain ontology and task ontology, we can solve problems of thedomain-independent in case-based reasoning. Then, this paper proposes theontology-based grid emergency case-based reasoning framework for the use ofcase-based reasoning to solve the grid incident and provide a theoretical basis foremergencies. For the importance of case expression in case-based reasoning, thispaper analyzes the ontology-based representation model, and probe into ontologyrepresentation for grid emergencies. Finally, with the June14,2009in Zhenjianghurricane grid emergencies, we use the extended ABC ontology model to express andmodel the case.
