In2007December, the State Council approved the Changsha-Zhuzhou-Xiangtan city group forthe national resource-saving and environment-friendly society (referred to as the "two type society"),the construction of comprehensive reform pilot area. However, due to historical reasons, the two typesof social demonstration area of Zhao Mountain--although the location be richly endowed by naturebut not scientific development, so that the area before the establishment of the infrastructure isbackward, poor water quality management, has been the ability of flood control drainage is poor, withfrequent flood to local caused huge economic losses, but also affected the people’s the normal order oflife. At the beginning of the comprehensive management of water conservancy project Zhao mountainbefore, must spend some time, material resources, financial and human resources to do feasibility study,based on whether the project is feasible for evaluation, in order to reduce the project investmentdecision-making mistakes.In the feasibility study of project, project investment units through the analysis and evaluation onthe comprehensive aspects related to the project market, resources, environment, economic and socialaspects, so as to determine whether the project is feasible.This paper first introduces the development of project feasibility research domestic and foreigntheory and application, and summarizes the theory of project management and project investmentevaluation. The necessity of this paper use the theory of project management and construction of theZhaoshan demonstration area for comprehensive management of water conservancy project areanalyzed, the feasibility on the basis of the evaluation method of the project investment and projectconstruction way of raising the financial aspects of the solvency of the investment estimate and fund ofthe project are discussed, finally the Zhaoshan demonstration comprehensive water conservancyproject management are analyzed and evaluated the overall feasibility, and draws the conclusion.
