Large-scale planning and construction of a development of the world city of earthquake prevention and disaster reduction of Urban Indoor earthquake shelters. With the development of city modernization, the improvement of people’s living level, the whole city urban earthquake prevention and disaster reduction function of contradiction is far behind the city development is increasingly prominent. The planning and construction of indoor earthquake shelters, can serve as a refuge role in disaster after the earthquake. It can be used as a fortress, carrier, for the earthquake injured victims to provide a solid base for healing, government departments to provide a reliable work center.In this paper, the relevant state policies and regulations existing seismic mitigation, researched the planning study on seismic refuge at home and abroad, planning and design method proposed in the previous planning method which leads to new catastrophic earthquake shelters, survey of Taiyuan City large-span building for earthquake shelters, penetration "break up the whole into parts" point of view, the earthquake shelter as the center of Taiyuan city districts, community mode will be victims of decentralized management, establishment of earthquake refuge area, on the basis of the above, to the city of Taiyuan has large span structural plastic analysis of earthquake disaster of the bomb, and the appropriate reinforcement measures, in order to meet the "fortification is not bad, rare new seismic standard repair, disaster does not fall".Based on the investigation and Analysis on Taiyuan City evacuation sites, found the problem draws the conclusion as follows:the total area of evacuation places to meet public suspension needs, but the distribution is uneven, populated city might lack of evacuation sites after the earthquake, and the regional shock less populated for evacuation refuge space will also be some large surplus; public buildings near the source of secondary disaster but not as destructive earthquake occurred after the evacuation sites; after a devastating earthquake, can be used for evacuation sites mainly in outdoor locations, and for emergency evacuation sites, not the ability of long-term asylum. As the city indoor earthquake shelters public buildings is very few, can not meet the public demand after the earthquake refuge. And these public buildings can not set up perfect emergency facilities and adequate contingency reserve, nor make standardized "integrated design" management mechanism; little public shock on planning and construction of the city that lack of evacuation, evacuation of common sense.Preliminary study on city indoor earthquake shelter planning in this paper, analysis and case in Taiyuan City, draws the following conclusion:1、Large span space structure of the public architecture planning and construction should increase the earthquake shelter function, increase the building seismic fortification level, accomplish "integrated design".2、After a devastating earthquake, need long-term evacuation of the public a huge number, which requires large-scale city planning new or rebuilt interior earthquake shelter.3、Indoor earthquake shelter location away from the dangerous source, and convenient transportation, easy to arrive.4、The planning and construction of indoor earthquake shelters should be combined with open space, green space, parking and other open space around the place, the refuge area is further enlarged, effectively save resources.5、Indoor earthquake shelter should have perfect emergency facilities and adequate contingency reserve.6、Indoor earthquake shelter facilities should be safe, reliable, environmental protection.7、Emergency management mechanism of indoor earthquake shelter should determine the system, concrete.8、In view of the current situation of domestic city, in the face of strong earthquake victims in accordance with their own situation to choose or are assigned to the nearest evacuation place for earthquakes, presented in the deficiency of indoor earthquake shelter space, special populations (i.e., the elderly, infants, wounded and etc.) should be given priority placement, the harmonious development of city embodies the concept of "people-oriented".
