The study of urban comprehensive capacity was born with the advancement of urbanization, which intended to solve urban developing problems. Because of the complexity of the urban system, it’s researching theory and methods are not unified. On the foundation of the domestic and foreign research results and the characteristic of a great compound urban system, this paper took the Fuzhou as an example, selecting urban land, water, transportation, environment, culture, science and technology, management, system and open as evaluation factors, and then applying statespace indicators and entropy method to study urban comprehensive capacity. The results show that the centre of the city and county-level cities’urban comprehensive capacity beyond the ideal state, in a state of overload, the rest is lower than the ideal value, in the available state; the largest comprehensive bearing capacity is the Gulou with the scord2.0184, the smallest is Lianjiang county with the scord0.5762; the biggest hardware-factors(resources and environment) carrying capacity is Changle with the scord2.7893, the minimum is Lianjiang county with the scord0.7214; The biggest software-capacity is Gulou with the scord2.5269, the smallest is Minqing county with the scord1.7734; the biggest Combined hard and soft (industry) bearing capacity is still Gulou with the scord2.9805, the minimum is Minqing county with the scord0.1714; urban comprehensive capacity was affected by transportation most; elements’load-bearing were different.
