A Study On The Implementation Of The Government Investing Agent-constructing Projects In Nanchang

In recent years, with the rapid urbanization in Nanchang, the fund demanding by a single non-operating infrastructure project becomes greater and greater, while the proportion of government direct investing in the fund becomes less and less. More and more infrastructure projects are implemented in a "Building-transfer (abbreviated as BT)" model. In such a mode, an agency is work as the government and does the funding, managing, or building work. The government takes back its own role when the infrastructure is built and transferred back. The agency plays different roles in the real projects, such as an managing institution entrusted by the government would focus on the managing work, an investing and financing platform set by the government would do all the work other than operation, and an contractor chosen through an open competition would just do building work. In this thesis, not only the implementing cases of Nanchang government investing projects, but also the cases of domestic and foreign were studied. Firstly the actual agent constructing cases in Nanchang were divided into several categories like the government-entrusted institution agent system, or the government-set investing and financing platform agent system, et al. Secondly the comparison between the categories was made to draw the advantage and disadvantage for every agent constructing category. Thirdly the major problems in the managements for agent constructing projects were raised up. Lessoning from these real cases and the past experience in government investing project implementations, the management in project implementation was discussed finally.The BT mode project is a new thing for all of us, so neither corresponding legislation nor the standard procedure is to be followed by when a certain category of agent system being applied. When the BT mode project is also a government investing project, it risks greater because of construction quality, policy, or natural reasons. By theoretic and practical research on this topic, Nanchang government managing ability in the projects would be enhanced much greater; the standard procedure for the BT mode project would be reformed more scientifically, and corresponding legislation would be introduced more practically.
