Electric power industry is one of the most important foundation energy industries during the development of national economy. And it is the priority industry in economic development strategy of all countries. As a kind of indispensable clean energy in the low-carbon economy, the important status of electrical energy will further highlight. So, to provide sustained energy and power for the development of national economy, the power enterprise should increase the construction of power facilities and improve the power grid project. The substation is the key link in the transmission and distribution of power grid construction, and its main role is to cut off or connect to change or adjust the voltage. Therefore the quality level of substation project exerts a direct impact on the safety and stable operation of whole power grid. In addition, normal production and life will be influenced as well. Based on the current situation and existing problems of substation project and neural network, this article quantitative analyses the quality control point of substation construction project, and then comes to a conclusion of key quality control point.Firstly, to expound on the necessary of quality control in substation project, this article elaborated the concept of quality control of substation project, the participant of the quality control forming process, and analyzed the current situation and existing problems of substation project.Secondly, it introduced the neural network applied in the field of engineering quality control in detail. Standing on feasibility contrast and analysis to quality control tools of neural network, this section summaries common feature, function and learning rule of neural network, and detailed describe BP neural network theory, and its algorithms, design principles and sensitivity analysis theory and algorithms which is feasible in project quality control process. This provided theoretical support for the quality control point of substation project analysis model. At last, this article takes a fact of Binhe220kV substation construction project as empirical research. Using Matlab running BP neural network sensitivity model to analyze the data, it can get key quality control points. In this substations quality control process, the project manager strictly controled the key quality control points that were calculated by the neural network model. Then using BP neural network to evaluate this Binhe220kV substation, the results are consistent with the actual situation, which proved that this method could provide scientific basis for quality control of substation project.This article not only provides a scientific basis for the formulation of quality control programs and control measures of the substation project, but also has a universal reference value conducive to building a high-level of substation. Scientific and rational quality management of the substation project will produce a positive impact on the strong grid, as well as provide a powerful guarantee for economic development.
