The development of high and new technologies including aerospace, navigatorfix and communication, has brought about a higher standard for precision and stability measurement of time and frequency.The phase noise is a important index whateffect the precision and satability of the measurement of time and frequency.So,measuring the phase noise accurately has a very significant meaning onimproving the working performance of the modern device.Through studying the rules of phase group synchronization, this paper propose aserious of concept, such as the equivalent phase comparison, phase quantum, groupof cycle. Based on the rule of phase group synchronization, we propose a newmethord that is digital phase noise measuring which is different from the traditiongalways. Through sampling the group of impulse with high-speed AD, we could find thecoincidence point. with this methord eliminate the±1count error existing in commoncount measurement,we could acquire a high precision.the most important part in thesystem are the coincidence signals which produced by FPGA and the sampling of thesignals by high-speed AD.this system have the characteristic of simp le in device andhigh in precision.This paper put forward a new digital way to measuring the phase noise, it is anresearch and an innovation. In order to measure phase noise we use the new idea andsimple device. After completing, we can design a better phase noise system.
