The disaster recovery network for adapting to the Inner Mongolia electric power dispatching characteristic is designed in this paper. The design is completed with the the present situation of Inner Mongolia electric power dispatching network and the reliability requirement of the power dispatching network. The power system efficient operation target for grid dispatching system reliability requirements are realized by the disaster recovery network. When the earthquake, ice and snow disaster and the tsunami disaster occurs, the network can ensure the reliability of the power dispatching network.The paper from the developing process, present situation and tendency of the power grid scheduling system to analyze the importance of the construction about the emergency disaster power grid dispatching system. This paper analyzes the technology characteristics of electric power dispatching data network and the business on it. According to the requirement of network dispatching data network, the use of key technology is asertianed. The design of Inner Mongolia power grid dispatching data network is completed, and the Inner Mongolia power grid dispatching data network based on the existing single routing plane is modified. The backbone network one, two plane and province adjustable access network expansion reconstruction is also designed. The design process involves network topological structure and configuration, transmission link organization, OSPF routing protocol and routing strategy, MPLS VPN realization, network node IP address planning and so on. In the construction of the data network is mainly to solve the network QoS deployment, the network technical performance, network security protection, all kinds of business access network, and other key issues.The emergency disaster power grid dispatching system transformation design plan has the following characteristics:1、The first and the second plane of backbone network are relatively independent,, and the access network should be through the2point respectively to access double planes of the backbone network, so the independent double nets and double to access the network mode are formed for the first time in the electric power system.2、The Province adjustable access network pioneering A, B group of double line and group network mode, not only improve the reliability, but also help to future equipment updating and upgrading.3、A new routing algorithm and the use of CPOS interface card access terminal station can greatly increase the access ability and response speed of the province adjustable access network.
