Research On The Delivery Methods Of Public Interest Projects

Project delivery methods have a significant impact on the target of the projects.Construction projects using different delivery methods can affect different results, sometimes adelivery method mean the difference between victory and defeat of a project. Abroad, variousdelivery methods have been fully designed, and new kings of delivery methods continue to bedesigned; but domestic delivery methods are relatively simple, and theoretical research isrelatively backward. This paper, focusing on the public interest projects, based on the tradingtheory and the characteristics of the construction projects, studied the connotation and extensionof delivery methods, the attributes of delivery method and the decision-making methods.Specifically the following research。(1) The connotation and extension of delivery methods of public interest projectsProjects can be divided into public interest projects and operating projects. They each havedifferent characteristics. This article based on the public goods theory and projects distinguishtheory defined clearly about public interest projects. It analysed the links between them anddefined clearly about delivery method by comparing the existing delivery method’s definitions.After these, paper gave the definition of delivery methods of public interest projects.(2) Public interest projects’ decision-making index system of project delivery methods.The decision-making of the delivery methods about public interest projects is influenced bymany factors. After Summarizing previous experience and analyzing theories, we primary built aset of influencing factors, then found a decision index system of delivery methods throughquestionnaires and statistical analysis of the importance of these factors.(3) Research on the decision-making methods about public interest projectsArticles had a comparative analysis of the existing decision-making methods about deliverymethods, found out the disadvantage of the existing methods, and then built an uncertainmulti-attribute decision model. This paper described the principle of uncertain multi-attributedecision model, then introduced the multi-attribute decision making method based on the idealpoint.(4) Empirical AnalysisAccording to the theoretical analysis of research results, this paper researched on a MetroDepot construction project. Using the UMADM model to choose the optimal project deliverymethod verified the operability of the model. At last, we pointed out shortcomings of this modeland suggestions for improvement.
