Tianjin Harbor Economic Area (THEA) is one of key functional areas in TianjinBinhai New Area. To establish the emergency service in THEA, we developed anemergency response platform for long-term practice. The platform has been includedin863Plan. The present work studied monitoring system of intelligent transportationnetwork (MSITN), which is the important part of the emergency response platform.The construction of MSITN can solve not only the problem of dispatching of humanresource and materials at emergency but also the problem of real time monitoring oftransportation. The high efficiency of united command can be achieved by theconstruction of MSITN. THEA has already started the construction of “IntelligentTHEA”, and the MSITN will play an important role in achieving the goal ofconstruction of intelligent city.The present work starts from theoretical study and technical practice and ends withpractical application. In the work, a practical MSITN design was proposed. The studycovers many aspects, such as information acquisition, coding of video compression,communication media, communication protocol, identification and analysis of image,audio/video data storage, and power supply. H.264video compression technology andRTP/RTCP basic model was adopted to meet the requirement of real time datatransmission from network. To guarantee the security of data, data is classified andencrypted according to priority during coding process of data compression. Opticalfiber is selected as the media for data transmission to meet the requirement of futureaugmentability and high volume of data transmission, and the router is optimized. Asfor the aspect of image identification, database of vehicle models is established by theanalysis of aspect ratio of current vehicles, and new technologies such as extraction ofbackground, frame conversion into grayscale, and image binaryzation. Networkmonitoring storage method and SQL2005/Server database are adopted for data accessto realize the high efficiency of data access and storage.
