Heating system as the important infrastructure of city, it relates to all aspects of the city. Its good or bad quality and level of development speed will have a major impact on social harmony, people’s livelihood, energy conservation and other issues. At present, every country has become more and more attention about the city heating problem. The attentions also include the city heating system evaluation. However, the city heating system evaluation research still has a lot of problems. Especially, the theories and methods about evaluation of city heating systems need to develop and improve. The main problem is how we can appraise the city heating from all aspects of society, economics, resources, environments.The emphasis of this paper is through the thermal network planning, put forward the heating mode to suit the development of Shenyang city, then carries on the technical and economic evaluation. Heating mode selection is diverse. As the pressure of environmental protection that the city faced, the structure of energy is being adjusting. The reform of economic system needs reforming the old heating system urgently. Meanwhile, the rapid development of city heating technology and the emerging of diverse heating modes make we face the difficult of choices.Through the environmental benefits and economic performance and other aspects of the analysis, that the cogeneration as Shenyang city heating mode, and then, by using cost benefit analysis method, makes the evaluation of the cogeneration project. According to the above analysis, we can get that cogeneration is more advantage in the heat, and advise Shenyang city to adapt mid and large unit as a future priority of investment. We can put forward new ideas for the existing problems in heating system.
