The river system plays an important role in maintaining the water cycle, energy balance, climate changing and ecological development, which is the most important human life support system, and provides the functions of water use of production, living and ecological. Rapid population growth and further human activities expansion caused the degradation in the global river ecosystem (Karr,1991; Wu Ana,2008).The last century80’s, European and North American countries had carried out the river protect action. Just as the use of resources, river system’s important life carrier operations drew widespread attention. Many countries had revised or issued the relevant laws, strengthened the environmental river assessment, and then the concept of river health appeared. At the same time, how to treat the river health management work had something to do with the correct evaluation of city river ecological system, so it is crucial for the prediction and management of the relevant departments’work.This paper takes Zhangjiabang River in Shanghai City as an example, to assess the river health situation.It briefly introduced the study area, combing the domestic and foreign index system, and used statistical analysis software to analyze the survey data. Through questionnaire design and survey, it fount out the respondents for the cognition of river health; analysis of the use of cognitive preference of respondents and the possible choice heterogeneity; figured out respondents willingness to pay for different River healthy situation attributes. And the following conclusion can be concluded:(1) The respondents are familiar to the concept of river health, and vast majority of respondents agree in protection of Zhangjiabang.277respondents is unsatisfaction to its status, the most dissatisfaction with the status quo is quatic organismsless; and the most three important function of Zhangjiabang are:flood, adjusting climate; use fot entertantment; relationship between respondents and Zhangjiabang is closed; and the vast majority of the respondents often use it near park.(2) Among the special improvement for Zhangjiabang, such as water quality, fish, submerged plant, recreational facilities, only the respondents’support rate for water quality improvement is higher than that for all-around improvement measure, and the others decreased as entertainment facilities, fish and submerged plants. And for these five types of improvement measures, WTP decreased in the general trend.(3) The payment, clear water quality, little turbid water quality and providing boating, fishing, swimming had significant impact on the respondents’ choices. And the payment, little turbid water quality had negative correlation; and others were positive correlation. The respondents’social and economic characteristic, such as sex, whether local people and family income, affected the preference. For the water quality, fish, submerged plant, recreational facilities, the respondents’ attitudes to water quality and recreational facilities were as expected, and that for fish was opposite to expect, and that for submerged plant is different in RPLI and RPLⅡ; and these four attributes effectsrespondents differently in RPLI and RPLII.(4) Taking the results of model RPL I as an example, the respondentss’monthly willingness to pay for the situation from status quo to the highest standerd and middle standerd in fish in Zhangjiabang were21.91yuan and1.99yuan respectively. According to the rake of respondents’ monthly willingness to pay for different ways’ improvement in Zhangjiabang river was:for the situation from status quo to the highest standerd water quality was187.83yuan; for the situation from status quo to the middle standerd in recreational facilities was171.23yuan; for the situation from status quo to the middle standerd in submerged plant was62.69yuan; for the situation from status quo to the middle standerd in water quality was49.52yuan; for the situation from status quo to the middle standerd in submerged plant was39.52yuan. According to the first hypothesis, respondents’WTP was399.85yuan per month per household; according to the second hypothesis, respondents’WTP was160.35yuan per month per household; according to the last hypothesis, respondents’ WTP was281.51yuan per month per household.(5) Different parameter model effected the explanation. Between the same Halton draws’models, social and economic information of respondents effected selection behavior. Different Halton draws effected as well. Taking200as Halton draws made higher Log likelihood.(6) The following advices for river health management are made. First of all, carry out relevant work gradually. It can improve the water quality priorly. Secondly, strengthening the propaganda work and improving the considerate work degree. It should publicize the purpose and improvement measures. At the same time, the lowest improve standards should be prior to the average preferences. Thirdly, focus on the special section construction. It can be priority to consider the reconstruction or built parks to make them more recreational.
