A Study On Citizen’s Environmental Obligation In The Construction Of Ecological Civilization

Harmonious social relationship in the socialist construction of social each aspect，must be changed especially embodied in the specific social relations. The construction ofecological civilization and harmonious society there is correlation. Due to humandevelopment，a very long time，too much attention to their own needs，ignoring theprotection of the ecological environment，lead to tension between human and nature，andhuman suffering from all kinds of environmental problems. Our country is not exceptionalalso， we faced by the ecological environment problem is very serious. The formation ofthis situation has its complicated reasons，from system level，law especially is directlyrelated to ecological environment protection of the environmental law in such aspects astheoretical research，system design and implementation of defects，is our countryecological environment problem is difficult to get the fundamental solution of an importantreason. Based on environment to save as the research background，this paper choose therelationship between environmental legal obligation theory， the basic theory ofenvironmental law as the research object，the integrated use of comparative study，empirical analysis and normative analysis method of science analysis methods，systematically elaborates the relationship of the environmental law theoretical basis，valueorientation，and environmental obligations of environmental rights acquired basicproblems，From a source of environmental obligation，the obligation of environmentalvalue goal，the realization of the environment and the specific content of the environmentalobligations，and on how to perfect the legal policy， clear civil environmental obligation，provide the ecological security put forward its own suggestions under the rule of law，inorder to enhance environmental law theory guiding sense，to better play to provide some references for the practice of environmental law function.
