| With the development of the economy, the Chinese Government is paying more attention to operational safety, and encouraging society to focus on environmental protection and health, and forcing chemical enterprises to develop long-term reliable operation. It has become particularly important that chemical plants are shut down for maintenance in safe ways. Chemical plant overhaul projects generally have two major characteristics compared with simple construction projects-more complex and more dangerous. Complexity refers to the fact that more maintenance tasks are covered; construction involves a large amount and many types of chemical equipment that have a variety of different functions. Risk of maintenance in chemical plants comes from the flammable, explosive and toxic mediums that are contained in equipment and plant piping. There are many high risk tasks that must be considered in the implementation of a shutdown-hot work, line opening, lifting and confined space entry, etc.A good case study is the project Turnaround of BY PC plant, which is overhaul maintenance in2014. BY Corporation is a diversified enterprise, as is a top fortune500company. Its products cover a wide range of industries including medicine, crop science and material science, and the management of turnaround can be thought of as a representative model for this global enterprise. Even though BY Corporation still has maintenance problems, several aspects are interesting to study. These are turnaround management problems, uncertainty and risk factors affecting maintenance project success, low efficiency of work permits (Work Safety Instruction) management and release, the maintenance of personnel safety, environmental protection and occupational health problems, guaranteeing the quality of maintenance, especially hidden project quality, and contractor management etc. Based on the problems faced during BY Corporation’s turnaround planning, analysis of the potential problems were done, so as to take effective measures to improve this maintenance project, including establishment of an appropriate TA team, setting reachable maintenance task scope and targets, and making reasonable process control work flows. One goal of these analyses was to improve maintenance efficiency by changing work permits release management processes and by increasing the net time of maintenance under the premise of ensuring safety. Also, establishing a reliable risk model to analyze and control the risk factors that may exist in the maintenance activities was an important goal. Creating well-defined quality control processes for monitoring and inspecting this covert project with professional and technical measurements was also done. Procedures for contractor management were also created, and regular audits were conducted to evaluate and improve each worker’s stability, quality and safety awareness. All these can be considered as good references for a typical chemical plant to follow since all of these topics are required by turnaround and also normal shutdown. |
