Wetland is one of the richest biodiversity on the earth’s ecological landscape, with forestsand oceans together, constituted the three great ecosystems on the earth. Wetland, as one ofthe major environment of human beings, it not only provide rich resources for human beings,but also has strong environment regulating function, therefore is called "kidney of the earth.The Qilihai Lagoon is a typical semi-enclosed lagoon which is located in the20km to thenorth of the Luanhe Rever and it is one of the modern lagoon only exist in China.It has typicalnature and representation and is the lagoon ecosystem composed by the water body, theaquatic organism and the migratory bird, the aquatic bird and so on.By1940s, the naturewetland has a great deal of decrease and the man-made wetland increasesunceasingly,because it is influenced by a series of high strength humanity developmentoperation, for example, encloses tideland for rice cultivation,producted salt by the lagoon,the basin government, the diking storage, building the pond to raise the shrimp. The area ofQilihai Lagoon withered, the biodiversity sharp declined and has degradated seriously.So thestudy on lagoon wetland’s formation, evolution, causes of wetland environmental degradationand their effect on eco-environment are very significant for lagoon wetland resourcesprotection.This paper use RS and GIS technologies,through the use of remote sensing image of1989、1999and2012established the interpretation signs and with field survey this paperextract the land use information of Qilihai lagoon wetland on2012and analysed thelandscape pattern characteristics in Qilihai lagoon wetland。Sorting information on the base ofwetland and eombining the characteristies of wetland in Qilihai lagoon.This paper using themodel of “press-status-response”(PSR) construetes the healthy assessment index system ofwetland ecosystem in the Qilihai wetland. The index system covers many aspects such asbiology, chemistry, ecology, landscape, economy and human health and so on. Including3criteria layer,6factor layers,28indicators。Confirmed wetland evaluation as five healthstandard: health, second health, flimsiness,general sickness and disease.Calculate the indexweight and subordinate function, then use the three grade fuzzy comprehensive model toevaluate the health of Qilihai lagoon wetland.The results showed that:(1)The total health index of the wetland ecosystem in Qilihai lagoon is0.5624, in afragile state.Among them,the healthy index of pressure system is0.4251, the response system is0.6044, and the state system is0.7512.(2) The main factor of restricting the wetland ecosystem health in the Qilihai lagoon are:excessive reclamation, unreasonable utilization of wetland resources, the environmentalpollution aggravated and do not take on wetland health. The above facto rs ultimately causesthe immunity of wetland ecosystem in Qilihai lagoon downstream to decline and wetland’shealthy level is subjected to certain threat.(3) According to the analysis of the reason resulting in threats in this wetland area, drawlessons from domestic and foreign relevant experience, it finally proposed the Strategieshealthy protection and recovery and Sustainable Development for wetland ecosystem inQilihai lagoon:Strengthening protection of the wetland classification management and restorenatural wetlands;Wetland water pollution governance;Increase the money into the wetlandprotection;Strengthen the wetland in real-time monitoring and scientific research;To protectthe wetland laws and regulations, strengthen supervision;Intensify propaganda, improvewetland protection consciousness.
