With the rapid development of science and technology in21st century, safety evaluation has formed a scientific system and maturing as a product of modern industrial civilization, especially reflected prominently in the high-risk petrochemical industry. There were still quantities of problems when we studied and applied safety evaluation, and acquired a leap-style development simultaneously in China.:the domestic enterprises payed attention to implement personnel safety management, but despised the safety management in technological process; And the domestic security assessment has been stuck on the security level that assessed by using the method of qualitative evaluation. However, the method of quantitative or semi-quantitative for safety evaluation lacked a lot.In view of this situation, this paper established a set of safety evaluation system with powerful applicability and maneuverability for the petrochemical industry production characteristics, through explored all aspects of the process type for the implementation of a safety evaluation program, as well as analysis the production process’s the danger the material of petrochemical industry and the risk of process.The proposing of evaluation system derived from the technological process in current petrochemical industry. The process involved lots of complex dynamic factors, such as:echnologies, materials, employees, equipments etc. However, technical evaluation of the process was lacking relatively, so that the fatal accidents occured frequently. Therefore, the management evaluation process was added to this system on the basis of the original assessment on the safety management, which was studied importantly.In the system, the safety of the process was evaluated using Risk assessment method, Hazard and Operability Analysis/Study(HAZOP) and Dow’s Five&Explosion Index Method. The system simulated the fire, explosion and the accident of gas leak with simulation analysis of accident consequences. It forecasted the degree of harm in consequences of the accident. The result was applied to the safety evaluation of120×104t/a FCC gasoline hydrodesulfurization equipment of Ning Xia to locate the dangerous and harmful factors and safety hazards that exist in the production process to made corrective recommendations and measures to eliminate, reduce risk, prevention accidents, meanwhile to establish of safety management systems and production control system. Therefore, the safety in production process provided a basis for the safe management. It was also useful for safety rating agencies that provided them a reference in the safety evaluation for petrochemical industry.
