With national economic increasing, the special equipments are widespread.Special equipment has became to be an important part to maintain the normaloperation of society. Their characteristics are risky, basic, comprehensive andengry-intensive, therefore, their security is directly related to people’s life andproperty and economic operation. As a result, the strict supervision is practiced in ourcountry in allusion to the process of the design, manufacture, installation, use andmaintenance, reconstruction, inspection and abandonment, which includesadministrative permission and supervision and inspection. Administrative permissionis a part of the special equipment safety supervison, which fully embodies the conceptof accident prevision moved forward. Institutional guarantee is provided to preventaccident and ensure people’s life and property. The process of use has became to bethe process containing most risks. It is more impromant to supervise the process ofuse. The focus of the paper is to construct the special equipment administivepermission strategy and method based on risk, in view of the use process from theperspective of the government.Combined with the idea of continued risk management, the characteristic andprinciples of the administrative permission are completely comprehended. The thesisis supported by research of the collecting, studying and analyzing the latest laws ofthe special equipment administrative permission in domestic and foreign. Someconcepts are defined, which include the special equipment administrative permissionand the strategy and method of the special equipment administrative permission basedon risk. Considering the risk classification models of boiler, pressure pipe, pressurevessel, elevator and passenger lifts, the overall strategy and method system of thehierarchical administrative permission is designed, by means of ABC managementmethod and the three-dimensional structure model of the system engineering. And aexpert questionnaire is set up, which is about the administrative permission andsupervision requirement. sand analysing the risks influence factors, the riskidentification tables for the importance of influence factor are designed. The final conclusion is based on Delphi and some other methods, putting the existing legalprovisions of the state and the actual situation of special equipment administivepermission together.The final results contribute to deepen the reform of special equipmentadministive permission and speed up the construction of effective administivepermission system, which corresponds with the development of the current economicsituation and the characteristics of special equipment industry. The safety isguaranteed by the laws acted.
