The Research On The Financing Model Of Carbon Dioxide Capture And Storage In China

Low-carbon economy boom is surging all over world, it has become anindispensable theme to reduce carbon dioxide emissions. Among many methods ofreducing carbon dioxide emissions, carbon capture and storage technology (CCS) hasbecome important in many countries. Studies on CCS and its related industries,financing become more important. Research on the financing of CCS can effectivelysolve the greatest difficulty of CCS project, namely the problem of insufficient funds,which may prompt industrialization, integration and system development of CCS.Based on previous studies, this article mainly gives a deep analysis on the relativelyinsufficient part, which is capital and financing mode selection.This article systematically analyze the role that played by CCS in China’s lowcarbon economy, as well as the operation situation and existing problems of CCSproject, and find the capital problem is the primary problem at present, among whichthe exist limitation of financing pattern is most outstanding. In order to solve thisproblem, this paper makes efforts from the following aspects. Through giving adetailed introduction of CCS project investment situation, comparing the advantagesand disadvantages of CCS financing mode and characteristic of many developedcountries, this paper analyzes and summarizes the reference experience of foreignfinancing mode; organizing a social investigation about CCS and CCS financing inChina, through statistical analysis, getting advices and suggestions about CCStechnology and financing from Chinese public; introducing an index evaluationsystem, using factor analysis method to respectively make evaluation of CCS projectand several financing pattern from investors and financiers’ perspective, which can bea good reference for our country to choose the suitable financing mode.The choice of financing mode is the focus of this paper. Before analysis, thearticle first illustrates the principle and problem of financing mode selection, thendiscusses the choice of financing mode of each stage according to the repartition ofthree stages, and analyzes the corresponding policies of every stage. Finally get aconclusion: CCS financing mode in china should make a transition from the directgovernment financing to diversified financing.
