The Reserch Of Government’s Responsibility Of Heavy Metal Pollution

Heavy metals have played an important role in the process of China’s rapid economicdevelopment,however,which also cause serious heavy metal pollution incidents.Due to heavymetal pollution hazards, hidden, long duration, and a wide range of pollution characteristics andthe lack of government in the presence of heavy metal pollution prevention,Challenges to ourgovernment in the prevention and treatment of heavy metal pollution.Currently, although there arestudies in this regard,but not too much, but also not very in-depth,most just staying in theinterpretation of surface phenomena and governance.So it is necessary to explore the Chinesegovernment responsibility extends to the heavy metal pollution prevention.This paper intends to explore heavy metal pollution events from the perspective ofgovernment responsibility,comprehensively analyzing the dangers of heavy metal pollution,andputs forward a scientific and reasonable countermeasures.The thesis is divided into five parts.Thefirst part summarizes the research status at home and abroad, research methods and content,etc.;second part, explain the basic problem of heavy metal pollution and heavy metal pollutionincidents,the elucidation of heavy metal pollution and clear the need of governmentresponsibility;third part, in terms of government action, government institutions design, detailedanalysis of heavy metal pollution prevention of government liability provisions and defects;fourthpart, learn and evaluate the practice of the United States, Japan, and the European Union aboutgovernment responsibility in heavy metal pollution prevention, and draw inspiration for ourcountry;fifth part, for defects in the heavy metal pollution of our government, put forward thesuggestion in this paper.The sixth part, the Conclusion part, aims to deepen the understanding ofheavy metal pollution phenomenon.Heavy metal pollution incident as one of social phenomenon, this paper attempts toobjective description,diverse thinking to examine the mesh context of connection this social kink,strive to form a macroscopic view to a large number of heavy metal pollution incidents occurredin our country.Integrated use of empirical analysis, role analysis, system analysis, comparativeanalysis,always revolve around the implementation of the government in real life,seek to renderthe global trend of Chinese environment and development,in order to build a package ofgovernment accountability mechanisms of comprehensive response to the event of heavy metalpollution in China.
