With the rapid development of transportation industry, the greenhouse problems causedby the carbon emissions of fuel is accompanying and the situation is becoming worse andworse in recent years, latest fog haze weather and dust storms both indicate that our livingenvironment is deteriorating, so low-carbon emissions reduction policy has become animportant step of our country’s national strategy. According to the data of National EnergyAdministration, transportation industry is one of the key areas in low-carbon emissionsreduction policy, so it is imperative to slow down the growth speed of carbon emissions intransportation industry, and the development strategy of low-carbon eco-city which is in linewith our country’s conditions emerges at a historic moment.Treating the same question, of course, will get different results if we use differentassumptions, different constraints and different models, at the same time, it is also notcomprehensive to use a single method, so using two different methods to analysis willsignificantly reduce the one-sided view of the problem. Therefore if you want to find areasonable and efficient method to reduce carbon emissions in transportation industry, the keyis how to choose two completely different methods, establishing a relatively practicalmathematical model, solving the optimal solution of the model and finding correspondingsolutions and approaches for energy conservation and emissions reduction.Therefore, this article chooses2001as a benchmark, studying carbon emissions intransportation industry theoretically and empirically, at the same time, developingmathematical model based on the actual situation of Liaoning province’s carbon emissions intransportation industry by using certainty decision analysis method and LMDI factorsdecomposition method, concluding that the optimal inputs is4.02billion yuan in the certaintydecision analysis model by calculating the statistical data of Liaoning province of nearly tenyears, and the corresponding optimal plan is to adopt plan one, which aimed at reducingcarbon emissions by10%through improving the fuel conversion rate and using clean fuel;meanwhile it can be concluded that structure share and efficiency share which lead to thedecline of carbon intensity are nearly of equal importance. Putting forward correspondingsuggestions and development goals have certain practical significance to achieve lowercarbon emissions in transportation industry of Liaoning province, thus laying a solid theoretical foundation for achieving the ultimate goal of low-carbon transportation.
