Double-diversion Of The Environmental Pollution Based On The Behavior Perspective

With the growing of the contradictory relationship between man and nature,ecological destruction and environmental pollution problems ensued, localized andregional environmental problems have been intensified as global and centralproblems. As for environmental problems, human beings have a dual identity—theyare both the triggers of the problems as well as the victims of the pollution, whichmakes it important to study human beings environment behaviors. This study wasbased on the theory of double-diversion, and selected HS town of Rizhao city as thefield research case, hoping to expose the distinguished pollution caused by the Acompany as well as the way of double-diversion through analyzing the mode andcharacter of the environmental behavior of the government, the company and themass media. As an empirical research based on the field, the author adoptednon-participant observation and interview method to collect relevant information,supplemented by content-analysis method to get the explanatory understanding.The paper is divided into six parts, the main contents are briefly outlined below.The first part is an introduction, in order to introduce the background, the purpose,the importance and the research method of the research. Besides, this part has putforward double-diversion theory and behavior-analysis perspective, both innovationand deficiency has also been illustrated. The second part is disproportion, has mainlydescribed the basic facts of HS town, including the introduction of the A companyand its pollution facts. From the description, the disproportion between eminentpollution and imbalanced social costs has been exposed. The third to the fifth partsare based on the analysis of the mode and reason of the environmental behaviorperformed by the government, company and media, well explained how thecompany has distracted people to make the pollution legalized. According to thispart, the government has been stimulated by the promotion tournament, which hascaused government failure, and been reflected in the loose regulation and laxenforcement, illegal approval of land for construction and the EIA, and rent-seekingbehaviors. The company has been motivated by the short-span profit, running toofast on the "treadmill" to stop, only focusing on the mandatory targets while ignoringlong-term benefits of environmental protection. The accordingly environmentalbehavior has been manifested as excessive and illegal emissions of the pollutant,which has been covered up by the operation of the relations, including treat and gift,bank-enterprise union, social sponsorship and power deterrence. As to the media, itis controlled both externally by the policy, the economy and readership, andinternally by the CEOs and workers. All these factors have contributed to the declineof the media’ role as the social-justice-speaker, resulting in the trend-following, biased and false report. When the media report the A company, it only focused on theeconomic and social benefits while ignored its environmental pollution, which hassuccessfully caused the distraction. The sixth part is conclusion, well concluded theachievements and shortcomings of the research.
