Study On The Environment Planning In FuLaErJi Economic Development Zone

As nationwide population scale continues to expand and the rapid development of the economic development zone, there appear more and more environment pollution problems, so the protection of environment is vital to the survival of humans. Acting as a constraint of human economic activity and being able to reduce environmental pollution, environmental planning is not only the basis of environmental protection management, but also the specific manifestation of the environmental policies and regulations as well as environmental protection strategy. Environmental planning is reasonable with the goal of regulating the scale of social and economic development, conserving resources and preventing environmental pollution problems. It emphasizes developing the economy on the basis of rational utilization of resources and avoiding environment pollution. It pursuits the best developing mode of the integrated system including society, economy and environment.Combining the basic theory of environmental planning and technological methods, this paper studies the environmental planning of FuLaErJi economic development zone. By investigating the state of environmental quality and the condition of pollution sources in FuLaErJi as well as combining the development goals and the industrial structure layout of FuLaErJi, this paper predicts pollutant emissions relating to air, water and sound environment as well as the solid waste, in addition, this paper also calculates the environment capacity of each pollutant in the planning area. By comparing the predicted results and the environment capacity, we can see that both air environment and water environment in the economic development zone have a certain environment capacity. Meeting the corresponding environmental requirements, this paper puts forward the comprehensive regulation planning in connection with air, water, sound, solid and ecological environment problems. Meanwhile, corresponding safeguard measures of the environmental planning is put forward to make sure all the pollution plans can be carried out smoothly, including cultivating the awareness of environment protection planning, strengthening the research of environment planning theory, adjusting the development zone structure layouts and ensuring enough funds for the planning.FuLaErJi economic development zone, which enjoys the superior geographical position and has the distinct regional economic effects, will be serving as a supporting collaborator of the big businesses in terms of their development, driving the related regional economy to develop rapidly and promoting the adjustment and transformation of the old industrial bases. Therefore, from the environmental perspective, in order to reduce the environmental pollution and provide the management basis for the environmental protection in the economic development zone to ensure that economic development zone can have a long-term development, it is essential to enforce the environmental protection planning in FuLaErJi.
