Based on this, in order to achieve thecontrol objectives of pollution and improve environmental quality.This paper isdivided into four chapters to discuss this system. Put forward to abandoning thenational total amount control model, adopt the environmental unit total control modethat used in river basin, maritime space, area, etc. Building six important concretesystem to ensure the effective implementation of the total pollutant emission controlsystem, including measuring the carrying amount system,statistical system, emissions initial allocation system, emissions trading system, emissions monitoring system,liability of excessive emissions system, etc. At last,put forward countermeasures ofadvancing the pollutant total amount control system effective implementation. Mainlyinclude perfecting and creating the necessary legal documents, as well as strengthenthe coordination and cooperationthe between the total pollutant emission controlsystem and the environment impact assessment system,mechanism of cleanerproduction and the main system of circular economy, in order to solve the obstacles ofthe total pollutant emission control system to realize the target of pollution control.
